    Job Summary
    The Human Resources Manager is responsible for leading and managing the overall Human Resources functions of the Company, including organizational development, talent acquisition, compensation and benefits, performance management, employee relations, learning and development, HR compliance, and corporate culture. This role ensures that the Company's human capital strategy aligns with business objectives while maintaining compliance with Malaysian employment laws and promoting a high-performance work environment.

    Key Responsibilities
    1. Organizational Development
    * Develop and implement the Company's Human Resources strategies.
    * Design and optimize the organizational structure.
    * Conduct manpower planning to support business growth.
    * Develop and maintain Job Descriptions for all positions.
    * Lead organizational transformation and change management initiatives.
    * Improve organizational effectiveness and workforce productivity.

    2. Talent Acquisition
    * Develop and execute annual recruitment plans.
    * Manage recruitment budgets and hiring processes.
    * Build and maintain a talent pipeline.
    * Recruit employees across all organizational levels.
    * Coordinate executive search and campus recruitment activities.
    * Manage employee onboarding and orientation programs.
    * Develop succession planning strategies for key positions.

    3. Performance Management
    * Establish and manage the Company's KPI framework.
    * Implement OKR systems where applicable.
    * Coordinate annual performance appraisal exercises.
    * Monitor probationary employee evaluations.
    * Develop and oversee Performance Improvement Plans (PIP).
    * Support department managers in improving employee performance.

    4. Compensation & Benefits
    * Develop and maintain competitive salary structures.
    * Prepare annual salary review and increment proposals.
    * Design bonus and incentive schemes.
    * Administer EPF, SOCSO, and EIS compliance.
    * Manage employee medical, insurance, and leave benefits.
    * Ensure compensation practices remain competitive and compliant.

    5. Employee Relations
    * Handle employee grievances and disciplinary matters.
    * Conduct investigations into misconduct cases.
    * Prepare Warning Letters and Show Cause Letters.
    * Coordinate Domestic Inquiry proceedings where necessary.
    * Manage resignations, terminations, retrenchments, and disciplinary actions.
    * Foster positive employee relations and communication.

    6. Learning & Development
    * Develop annual training plans and budgets.
    * Conduct Training Needs Analysis (TNA).
    * Coordinate internal and external training programs.
    * Develop leadership and management development initiatives.
    * Promote continuous learning across the organization.

    7. Employment Law & Compliance
    Ensure full compliance with Malaysian employment legislation, including but not limited to:
    * Employment Act 1955
    * Industrial Relations Act
    * Occupational Safety and Health Act (OSH)
    * Employees Provident Fund (EPF) Act
    * SOCSO Act
    * Employment Insurance System (EIS) Act
    * Other applicable employment regulations.

    8. HR Policies & Governance
    * Develop and maintain HR Standard Operating Procedures (SOPs).
    * Review and update the Employee Handbook.
    * Formulate and revise HR policies.
    * Maintain HR documentation for ISO and compliance requirements.
    * Review and improve HR operational processes.

    9. Human Capital Cost Management
    Responsible for managing:
    * Headcount Planning
    * Salary Budget
    * Overtime Cost
    * Recruitment Cost
    * Training Budget
    * Employee Benefits Cost
    * Human Capital Cost Analysis

    10. Corporate Culture & Employee Engagement
    * Promote employee engagement initiatives.
    * Develop and strengthen corporate culture.
    * Conduct employee satisfaction surveys.
    * Improve employee engagement and retention.
    * Lead internal communication initiatives.

    11. Leadership Responsibilities
    Lead and manage the Human Resources team, including:
    * HR Executives
    * HR Officers
    * Recruiters
    * Payroll Executives
    * Administrative Executives (where applicable)
    Responsibilities include:
    * Team leadership
    * Work allocation
    * KPI setting
    * Coaching and mentoring
    * Performance evaluation
    * Staff development

Qualifications

  • Requirement

    - Bachelor's Degree in Human Resources Management, Business Administration, Psychology, or a related discipline.
    - Minimum 5–8 years of Human Resources experience.
    - At least 3 years in a managerial role.
    - Experience in manufacturing, engineering, semiconductor, or service industries is preferred.
