    The Deputy General Manager (DGM) – O&M Business Unit is responsible for leading and managing the overall operation, business development, profitability, technical performance, and strategic growth of the O&M Business Unit.

    The DGM shall oversee all O&M-related operational activities, including service contracts, plant operations, technical services, retrofit projects, emergency response, client management, manpower planning, procurement coordination, cost control, and business expansion initiatives.

    This role is expected to strengthen operational efficiency, improve profit margins, enhance customer satisfaction, and develop the O&M Business Unit into one of the company’s core business pillars.

    Key Responsibilities
    1. Business Unit Leadership & Management
    - Lead and oversee the overall operations of the O&M Business Unit.
    - Develop and implement strategic plans to achieve business growth and profitability targets
    - Monitor overall BU performance, including revenue, margins, operational efficiency, and customer satisfaction.
    - Establish and strengthen internal operational systems, workflows, and governance structures.
    - Ensure proper coordination between Operations, Technical, Production, Procurement, Finance, HR, and Sales teams.
    - Report business updates, operational risks, and strategic recommendations directly to Management and Board.

    2. Operations & Service Management
    - Oversee all O&M service contracts, site operations, and technical execution activities.
    - Ensure service quality, KPI achievement, and contractual compliance for all projects and customer sites.
    - Monitor manpower allocation, technical support, maintenance schedules, and operational performance.
    - Lead troubleshooting and resolution of major operational or technical issues.
    - Improve operational efficiency, response time, and service delivery standards.

    3. Business Development & Customer Management
    - Strengthen relationships with key customers and strategic accounts.
    - Support tendering, proposal reviews, technical-commercial discussions, and contract negotiations.
    - Identify upselling and cross-selling opportunities within existing customer bases.
    - Develop strategies to expand O&M-related businesses, including:
    a. Service Contracts
    b. Plant Operations
    c. Trading & Consumables
    d. Retrofit & Upgrading Works
    e. Shutdown Maintenance
    f. Emergency Services
    g. Technical Services

    4. Financial & Cost Control
    - Manage and monitor O&M Business Unit profitability and operational expenditures.
    - Review and control project costing, procurement spending, manpower utilization, and operational budgets.
    - Ensure proper financial planning and cost optimization initiatives are implemented.
    - Monitor project margins and ensure financial sustainability of operations.

    5. Procurement & Internal Control Governance
    - Ensure procurement processes comply with company policies and internal control requirements.
    - Review and approve technical procurement requests, subcontractor engagement, and operational purchasing.
    - Strengthen transparency and accountability in PR/PO processes.
    - Ensure operational risks and procurement risks are properly managed.

    6. Technical & Project Oversight
    - Provide strategic technical direction and operational decision-making support.
    - Ensure compliance with customer technical requirements and industry standards.
    - Oversee technical execution for:
    a. Water & Wastewater Treatment Plants
    b. RO/UF Systems
    c. IETS/WWTP/STP Operations
    d. Plant Upgrading & Retrofit Works
    e. Preventive & Corrective Maintenance

    7. Team Leadership & Talent Development
    - Lead, mentor, and develop the O&M management team and operational workforce.
    - Strengthen staff competency, technical knowledge, and leadership development.
    - Participate in recruitment, manpower planning, performance evaluation, and succession planning.
    - Build a high-performance and accountable working culture.

    8. Compliance, Safety & Quality
    - Ensure compliance with:
    a. DOE requirements
    b. Safety regulations
    c. Company policies
    d. ISO standards
    e. Client requirements
    - Support QESH initiatives and continuous improvement programs.
    - Ensure safe operational practices across all O&M activities.

    Authority Level
    The DGM may be authorized to:
    - Approve operational and procurement matters within approved limits.
    - Review and endorse PR/PO requests.
    - Approve manpower deployment and operational planning.
    - Lead customer negotiations and operational discussions.
    - Recommend strategic investments, restructuring, and business expansion plans.

Qualifications

  • Requirement

    - Bachelor’s Degree in Engineering, Water/Wastewater, Mechanical, Chemical, Environmental, or related field.
    - Minimum 8–15 years of relevant experience in industrial water, wastewater, utilities, or O&M-related industries.
    - Strong leadership and business management capabilities.
    - Experience managing service contracts, plant operations, and technical teams.
    - Good commercial, operational, and financial understanding.
    - Strong communication, negotiation, and decision-making skills.
    - Familiarity with industrial clients such as semiconductor, electronics, manufacturing, chemical, F&B, or utilities industries is an advantage.
