Position Purpose
The Operations Manager is responsible for providing overall leadership and operational direction across the Company's Production, Laboratory and Service functions, ensuring that operations are conducted safely, efficiently, cost-effectively and in accordance with the Company's quality, customer and business requirements.
The position is accountable for translating business objectives into effective operational execution, optimising manpower and resources, improving productivity, controlling operating costs and ensuring timely delivery of products and services.
The Operations Manager is expected to demonstrate mature, firm and accountable leadership, with the ability to lead different operational teams, manage performance, resolve conflicts, drive continuous improvement and make sound decisions in a fast-paced manufacturing and technical service environment.
3. Key Responsibilities
A. Overall Operations Leadership
- Provide overall leadership and direction to Production, Laboratory and Service operations.
- Translate company objectives and business strategies into clear operational plans and measurable targets.
- Establish operational priorities and ensure effective execution across all three functions.
- Monitor operational performance, identify gaps and take timely corrective action.
- Ensure effective coordination between Operations, Sales, Quality, Logistics, Finance and HR.
- Develop a culture of accountability, discipline, teamwork, continuous improvement and customer focus.
- Ensure operational decisions are aligned with company policies, procedures and applicable regulatory requirements.
- Act as the key escalation point for significant operational issues.
B. Production Management
- Oversee day-to-day production activities to ensure production targets, quality requirements and delivery commitments are achieved.
- Plan production capacity according to customer demand, manpower availability, equipment capacity and material availability.
- Monitor production output, productivity, efficiency, downtime, scrap, rework and overtime.
- Identify production bottlenecks and implement appropriate corrective and preventive actions.
- Optimise manpower deployment and production resources.
- Review production processes and identify opportunities for automation, process improvement and cost reduction.
- Ensure effective maintenance and utilisation of production equipment in cooperation with relevant functions.
- Ensure production activities comply with established work instructions, quality standards and safety requirements.
- Review and control overtime requirements and ensure overtime is justified by business needs.
- Develop production supervisors and team leaders to strengthen operational capability and succession.
C. Laboratory Management
- Provide leadership and oversight to laboratory operations and technical activities.
- Ensure laboratory activities are properly planned, scheduled and executed according to customer and business requirements.
- Monitor laboratory workload, turnaround time, manpower utilisation and operational capacity.
- Ensure appropriate availability, calibration and maintenance of laboratory equipment.
- Ensure laboratory practices comply with applicable standards, procedures and accreditation requirements.
- Work closely with Quality and relevant technical functions to address non-conformities, technical issues and customer requirements.
-Ensure laboratory resources and capabilities are developed in line with future business needs.
- Review laboratory performance and identify opportunities for process improvement and productivity enhancement.
D. Service Division Management
- Oversee the Service Division, including service, repair, calibration, field service and related technical activities, where applicable.
- Ensure service activities are planned and delivered within agreed customer requirements and timelines.
- Monitor service turnaround time, productivity, utilisation and customer satisfaction.
- Ensure appropriate manpower and technical resources are available to support service commitments.
- Coordinate closely with Sales, Quality, Laboratory and Logistics to ensure seamless service delivery.
- Monitor outstanding service jobs and ensure timely closure.
- Address escalated customer and operational issues and ensure appropriate corrective action.
- Identify opportunities to improve service efficiency, capability and revenue contribution.
- Support development of technical competencies and succession within the Service Division.
E. Manpower & Resource Management
- Develop manpower plans based on business requirements, workload, capacity and future growth.
- Optimise workforce deployment across Production, Laboratory and Service functions.
- Review overtime, manpower utilisation and productivity regularly.
- Work with HR on recruitment, workforce planning, performance management, succession planning and employee development.
- Identify critical skill gaps and establish appropriate training and development plans.
- Develop a strong pipeline of supervisors, technical specialists and future operational leaders.
- Ensure effective delegation of responsibilities and avoid excessive operational dependency on individual employees.
F. Cost & Budget Management
- Prepare and manage the Operations annual budget.
- Monitor operational expenditure and identify opportunities for cost optimisation.
- Control overtime, manpower and operational expenses.
- Evaluate the cost-benefit of additional manpower, equipment, outsourcing and process improvements.
- Ensure operational resources are utilised efficiently.
- Provide management with accurate operational cost information and recommendations.
G. Quality, Safety & Compliance
- Ensure all operations comply with company quality standards, procedures and applicable regulatory requirements.
- Work closely with Quality to prevent recurring quality issues and improve operational processes.
- Promote a strong safety culture across Production, Laboratory and Service.
- Ensure operational risks are identified, assessed and appropriately controlled.
- Ensure employees receive appropriate safety, technical and operational training.
- Participate in internal and external audits where required.
- Ensure timely closure of audit findings and corrective actions.
H. Continuous Improvement
- Drive continuous improvement initiatives across Production, Laboratory and Service.
- Identify opportunities to improve productivity, quality, turnaround time and cost efficiency.
- Promote Lean, 5S, process standardisation, automation and digitalisation where appropriate.
- Encourage employees to identify and propose operational improvements.
- Establish structured problem-solving practices for recurring operational issues.
- Measure and communicate the business impact of improvement initiatives.
I. Factory, Facility & Project Readiness
- Support management in ensuring the factory infrastructure and operational environment are suitable for business activities.
- Coordinate with relevant departments and external contractors on operational requirements affecting Production, Laboratory and Service.
- Participate in factory expansion, renovation, equipment installation and operational improvement projects.
- Ensure operational requirements are considered during facility and infrastructure planning.
- Support factory commissioning, equipment relocation, production-line setup and operational readiness activities.
- Escalate project risks that may affect production continuity, customer delivery or business operations.
J. Leadership & People Management
- Lead with confidence, fairness and accountability.
- Set clear expectations and hold employees accountable for performance.
- Make timely and well-informed operational decisions.
- Remain calm and professional when handling pressure, conflict and operational crises.
- Communicate clearly and respectfully with employees at all levels.
- Develop supervisors and managers rather than solving every operational problem personally.
- Address poor performance and behavioural issues promptly and appropriately.
- Build trust and cooperation across departments.

K. Decision-Making Authority
- Allocate operational manpower and resources.
- Prioritise production, laboratory and service activities.
- Approve operational arrangements within delegated authority.
- Escalate significant operational risks to senior management.
- Recommend recruitment, manpower changes, training and disciplinary actions.
- Recommend capital expenditure and operational improvements.
- Direct corrective actions relating to operational performance.-
- Coordinate with external contractors and service providers within approved authority.
- Stop or escalate activities where there is a significant safety, quality or operational risk.

任职资格
Education
- Bachelor's Degree in Engineering, Manufacturing, Operations Management, Business Administration or a related discipline.
- Relevant technical qualifications may be considered based on substantial operational experience.
Experience
- Minimum 8–10 years of relevant manufacturing / industrial / technical operations experience.
- Proven experience managing multiple operational functions.
- Experience managing Production, Laboratory, Service or technical operations is highly advantageous.
- Experience in a multinational manufacturing environment is preferred.
- Demonstrated experience in manpower, budget, KPI and operational performance management.
- Experience managing contractors, projects and cross-functional operational activities.英文
